The turquoise water of Bear Lake is from calcium carbonate (limestone) particles suspended in the water and in summer the direct light scatters the blue and green wavelengths. Diablo Lake has glacial flour from the Skagit River fed by the glaciers of the north Cascades but the light scatter is the same
